Friendly Advice
The Liberal Prime Minister, Lord Palmerston (1784-1865), first made his mark as the Secretary of State for Foreign Affairs, and is best remembered for his aggressively interventionist foreign policy. This placed stress upon his own Foreign Secretary, Lord John Russell (1792-1878). In 1864, Russell had to represent Palmerston in two particularly controversial issues: his attempted support of Denmark against Prussia's intended annexation of the Duchies of Schleswig-Holstein, and his apparently neutral response to the American Civil War.
