The cartoon depicts Lord Halsbury on the left and Viscount Robert Cecil on the right, founder members of the Halsbury Club, created to reform the membership and powers of the House of Lords. They were determined to remove Balfour from his premiership and his caricature is upside down as a poster on the far wall.
